Educational Diagnostician (Pre K-12)

All persons who perform services in educational diagnosis in public schools or in those special state-supported schools within state agencies, must hold a valid, educational diagnosis licensure issued by the PED.


Initial License

  • $150 (non-refundable) fee; and
  • Initial application via NMPED Online Licensure Portal; and
  • Official sealed transcripts from all Universities/Colleges attended with degree(s) posted; and
    • 30 graduate hours in Educational Diagnosis or School Psychology Program including:
      • 300-hour internship if the applicant began a program in educational diagnosis after July 1, 2006 or
      • 240-hour internship if the applicant began a program in educational diagnosis prior to July 1, 2006;
  • Hold a valid NM teaching license, counseling license, or a licensure in an ancillary area; or
  • Verification of 3 years experience in one or a combination of the following areas:
    • Work in community-based programs serving developmentally disabled children/adults
    • Mental health related to educational diagnosis
    • Clinical practice related to an educational diagnosis
    • Vocational evaluation; teaching;
  • Pass the Content Knowledge Assessment TBD; or
  • Copy of national certification from National Association of School Psychologist (NASP) or from the Council for Educational Diagnostician Services (CEDS); and
  • Register for background/fingerprints for “Teacher Licensure”

Renewal License

  • $120 (non-refundable) fee will be valid for a one year grace period for level 2 or 3 (from time of expiration). If the expiration date exceeds the grace period a $150.00 would apply; and
  • Renewal Application via NMPED Online Licensure Portal; and
  • Superintendent’s Recommendation for Continuing Licensure (Must be on School District Letterhead); and
    • Note: The earliest you can renew same level license is January of expiring year.
    • If educator does not have additional valid licenses on file, then must register for background/fingerprints for “Teacher Licensure”.

Renewal of Licensure Level

Level 1 → 5 year license.

Level 2 → 9 year license, advancement to a level 2 can be done after 3 years of license at a level 1 license. Also requires letter from employing district/charter confirming completion of 1200 hours of supervised experience as an educational diagnostician (i.e., minimum of 400 internship hours and 800 post internship supervised hours in a school-related setting).

Level 3 → 9 year license, advancement to a level 2 can be done after 3 years of license at a level 2 license. Also requires letter from employing district/charter confirming completion of 600 hours of mentorship in educational diagnosis in a school-related setting.

Delay of application:

  • Your application is lacking supporting documents listed in the above check list;
  • If your license(s) has expired (and you do not have additional valid licenses on file), and your background was completed 24 months or more, you will need to complete a new background for Teacher Licensure. School Employment backgrounds will not be accepted.
