Currently teachers have two options for licensure advancement under the 3-Tiered Licensure System. Teachers may complete:
- National Board Certification for Teachers (NBCT) or
- Advancement Program Level (APL) Micro-Credentials to advance from Level 1 to Level 2 and from Level 2 to Level 3

ADVANCING VIA APL MICRO-CREDENTIALS
The Advance Program Level (APL) micro-credentials support Level 1 teachers advancing to Level 2 and Level 2 teachers advancing to Level 3 through a competency-based process of stacked courses. Each course targets a specific skill aligned with the four domains in Elevate NM, the educator evaluation system. These micro-credentials bridge instruction and evaluation by reflecting the practices of “Applying” and “Innovating” teachers. Each micro-credential is supported by an assigned facilitator (APL I-II) or a reviewer(APL II-III) to guide and mentor the educator through the content.
By enrolling in the APL Micro-Credential program, educators take a key step in advancing their professional goals. Each micro-credential enhances pedagogical skills, and it’s important to maintain a growth mindset, fully engage with the material, and invest time in producing quality assignments.
We’ve aligned content across various grade levels to support diverse educators. While refinement and resubmission are possible, investing time early on will benefit learning. Educators should contact their facilitator or reviewer if they have questions about applying concepts to their teaching context.
A micro-credential is earned by completing stacked courses and achieving a mastery score of 85% or higher on assignments. Completion of all required micro-credentials earns a culminating badge, which educators can use to apply for licensure advancement.
