New Mexico Statutes Annotated 1978 (NMSA) Section 22-8B-9.1 requires all public chartering authorities to establish a framework that clearly sets forth the academic and operational performance indicators and performance targets that guide the chartering authority’s evaluation of each charter school.

In 2019, the Public Education Commission (PEC) adopted the Charter Performance Review and Accountability System to guide their oversight of state-chartered schools. In 2022, the PEC adopted a slightly revised version of the 2019 performance framework. In 2023, after more than a year reviewing national best practices in charter school authorizing, the PEC adopted a completely new performance framework. Current charter school contracts contain one of the three PEC performance frameworks linked below:

School districts that authorize charter schools have their own performance frameworks.
