|Hearing Officer Contracts for 2020 Fiscal Year||
To Whom It May Concern:
The New Mexico Public Education Department (“PED”) is seeking quotes to fill four (4) to eight (8) hearing officer contracts in Fiscal Year 2020 (from July 1, 2019 through June 30, 2020). Selected contractors would provide hearing officer services for cases involving administrative prosecution of teachers, school administrators, or other school staff holding licenses issued by PED, and who are alleged to have committed acts constituting grounds for revocation, suspension of their licenses, or denials of an application for an educator’s license in New Mexico.
Hearings may take place in any region in the state. One of the four to eight hearing officer positions would be expected to be available to travel across the state. Please indicate to which regions you would be available to travel. If you would like your quote considered for the hearing officer position with statewide travel, please indicate that in your quote. A quote should include experience as a hearing officer, a breakdown of the hourly rate, and costs for travel may be necessary to indicate.

As the start of Fiscal Year 2020 is fast approaching, a prompt response would be appreciated, and review will begin by May 20, 2019.

The Contractor shall perform the following work:
o Serve as hearing officer, as needed, for the Secretary of Education in education licensure matters.
o Conduct necessary legal research related to licensure cases pending before the hearing officer.
o Conduct such pre-hearing matters as may arise.
o Conduct licensure administrative hearings in accordance with the Uniform Licensing Act and applicable state regulations.
o Review the evidence and any post-hearing submissions by the parties.
o Formulate recommended decisions and prepare formal written reports.
o Devote the necessary hours to the performance of such duties that may be assigned to him/her by the Secretary of Education, but not to exceed the number of hours allowed for completion under paragraph 2.

The New Mexico Public Education Department is excited to announce a “Request for Application” (RFA) designed to promote innovation in the critical area of teacher recruitment. teacher recruitment. Up to $57,000 in a competitive grant is available to applicants.
The window for application submission is June 14, 2019- August 14, 2019. You will find a more detailed timeline in the attached document entitled “Guidelines for RFA”. Please read this document carefully and send questions to Becky Kappus at firstname.lastname@example.org
