Communications Support (RFP)The New Mexico Public Education Department (PED) has several large media campaigns it is working on both internally and in partnership with other agencies. In addition, support is needed to liaise with the Governor’s communication team to ensure consistency of messaging across the Executive. The purpose of this Request for Proposals (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of communications support services.

Out of School Tutoring (RFA)The New Mexico Public Education Department (PED) announces a Request for Proposals for high-quality out-of-school tutoring services to be delivered in person or virtually to students across New Mexico attending Title I schools. Tutoring will focus on Pre-kindergarten-8th grade learning acceleration in mathematics, English language arts, and science content areas. An emphasis on culturally and linguistically responsive instruction and curriculum is a priority. Tutoring services may include, direct content instruction, literacy instruction, parent communication of student progress, and potential provision of hotspots to be provided by vendors for supplemental virtual access. Curriculum content will be aligned with New Mexico Content Standards. Provision of services may begin December 1, 2022 and will conclude September 30, 2024. Interested vendors must ensure their proposal meets evidence-based expectations defined by The American Rescue Plan (ARP) Act. This RFP may be a multiple award. This procurement will result in a contractual agreement between two parties for each award; the procurement may ONLY be used by those two parties exclusively for each award.

  • Only electronic submittals in the Bonfire Procurement Portal will be accepted for this RFP. All deliveries of proposals must be submitted via the New Mexico Department of Finance Administration Bonfire Procurement Portal at: https://nmdfa.bonfirehub.com/projects. Potential Offerors must register through the NMDFA Bonfire Procurement Portal to have their organization placed on the procurement Distribution List. This requirement is in lieu of submitting an “acknowledgement of receipt from.”

2023 Professional Learning Provider Programs Supporting Instructional Materials (RFA)The New Mexico Public Education Department (NMPED) is committed to ensuring high-quality professional learning to support implementation of high-quality instructional materials. NMPED is interested in updating the list of professional learning providers that will be a resource for local education agencies (LEAs) seeking third-party partners to support their professional learning needs specifically connected to their selected instructional materials. Applicants will be vetted for their alignment with different aspects of New Mexico’s current academic landscape including New Mexico Content Standards and support of the use of high-quality instructional materials. Applications are being accepted and evaluated for PL provider programs that support LEAs in their implementation of high-quality core instructional materials for grades K-12 Social Studies, Mathematics, Science, Arts Education, English Language Arts, Spanish Language Arts, English Language Development, World Languages; and high-quality supplementary instructional materials for grades 7-12 Career and Technical Education and grades K-2 Structured Literacy.

New Mexico Outdoor Learning Start-Up Grant-Requests for ApplicationThis RFA is designed to promote innovation in the critical area of outdoor learning by expanding access to outdoor learning and environmental education programs for New Mexico students. Competitive grants are available to New Mexico PreK–12 public school districts or state-chartered charter schools, a group of public schools (consortium of schools), regional educational cooperatives, and single public schools in partnership with a community outdoor learning or environmental organization, to operate, expand, and sustain outdoor learning programs to:

  1. Support outdoor learning and/or environmental education professional learning that integrates instruction in science, technology, engineering, arts, mathematics, literacy, social studies, or humanities.
  2. Develop a plan to create a new outdoor learning program, including training and supporting public school teachers on outdoor learning protocols and best practices, and developing an outdoor learning space/outdoor classroom on school grounds.

Teacher Residency Recruitment for Proposals (RFP)The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of recruitment supports to strengthen the teacher pipeline and retention of highly qualified educators in the State of New Mexico (hereto referred to as the “Provider”). Specifically, the Provider will design and deliver recruitment strategies to equip New Mexico’s institutions of higher education (IHEs) with candidates for teacher preparation programs. This work will be accomplished with ongoing relationships and support between Local Educational Agencies (LEAs) and Educator Preparation Programs (EPPs).

Innovation Zone Initiative SY2022-23

On June 1, 2022, the College & Career Readiness Bureau will be holding an open forum to discuss and answer questions on the Innovation Zone Initiative. The meeting will take place via Zoom from 3–4 p.m. MDT (Zoom meeting details below) The New Mexico Public Education Department (PED) is currently requesting proposals for designation and funding as a New Mexico Innovation Zone. The New Mexico Public Education Department seeks to support tribal nations, communities, districts, and schools by reimagining high schools as places that prepare students to feel successful, secure in who they are, and ready for whatever path they choose. The PED challenges districts and schools to become beacons for system-wide transformation by integrating a multifaceted set of actions. At the heart of this transformation is a shared community vision for education. Successful Innovation Zone applications will address seven core elements and explain how funding will support a significant transformation of the high school experience within that community. Eligibility to apply includes public school districts, district charter schools, state-directed charter schools, Regional Education Cooperatives (RECs), and educational consortia whose membership includes Local Educational Agencies. Out-of-School-Time GrantDistricts, state-chartered schools and community organizations have until Sept. 9 to apply for a second round of Out-of-School-Time grants through Elementary and Secondary School Emergency Relief (ESSER) III. The program provides funding to address the impact of COVID-19 on elementary and secondary schools. Over 20 sites were awarded in the first round, including state parks and wildlife refuges, with plans to serve more than 1,000 students over the next two years. Additional flexibilities for the second round include:

  • Data sharing is adequate to create a partnership between a district, charter school and community-based organization;
  • Grantees do not have to provide eight hours of services a week for 30 weeks;
  • The round 2 timeline includes an additional month for districts, schools and community organizations to develop partnerships.
