2024 Professional Learning Provider Programs Supporting Instructional Materials (RFA) The New Mexico Public Education Department (NMPED) is committed to ensuring high-quality professional learning to support implementation of high-quality instructional materials. NMPED is interested in updating the list of professional learning providers that will be a resource for local education agencies (LEAs) seeking third-party partners to support their professional learning needs specifically connected to their selected instructional materials. Applicants will be vetted for their alignment with different aspects of New Mexico’s current academic landscape including New Mexico Content Standards and support of the use of high-quality instructional materials. Applications are being accepted and evaluated for PL provider programs that support LEAs in their implementation of high-quality core instructional materials for grades 7-12 Career & Technical Education, grades K-12 Computer Science, grades K-12 Health Education, and grades K-12 Physical Education.

Stronger Connections Funding Opportunity – Second Round The PED has released a second round of applications for LEAs to apply for grant funding through the federal Stronger Connections grant program. All public-school districts and state charter schools are eligible to apply, even if they were already selected for funding in the first release of the Stronger Connections grant. Priority in this second round will be focused on districts who have schools with large enrollment and that are requesting services for “firearm detection infrastructure.” However, this second round of funding is also open to smaller schools and districts/charters pursuing activities to support safe and healthy learning environments. The application and rubric can be found in this Cover Page.

Stronger Connections Funding OpportunityThe PED has released an application for LEAs to apply for grant funding through the federal Stronger Connections grant program to support district-wide implementation of an emergency response/communications system. If awarded, LEAs will receive funding and support to integrate the Mutualink LNK 360 System. Mutualink provides school safety with an automated emergency response solution. This service instantly connects schools to police in emergencies while having direct communications and live views of what’s happening, speeding response, and saving lives. Statewide High Impact Tutoring for Designated Improvement Schools Number: 23-92400-0006Title: Statewide High Impact Tutoring for Designated Improvement SchoolsOverview: The New Mexico Public Education Department (PED) announces a Request for Proposal (RFP) to provide high impact tutoring to be delivered by well-trained instructors to approximately 2,000 students across New Mexico attending PED designated improvement schools. Prioritization of tutoring for At-Risk student groups aims to address unfinished learning as a result of the COVID-19 pandemic, which disproportionately impacted students in families from lower-income backgrounds. At-risk student groups, as referenced here are those students determined to be economically disadvantaged, Native American, English Learners, and Students with Disabilities. The tutoring must be tied to grade-appropriate standards and classroom content that is effective in addressing learning gaps. Evidence of student achievement gains from targeted and intensive small group interventions is expected as demonstrated by ongoing balanced formative, interim, and summative (BOY, MOY, EOY) assessments. The provision of services is anticipated to begin as of August 2, 2023, and will conclude June 30, 2024. This RFP may be a multiple award. This procurement will result in a contractual agreement between two parties. RfP Release Date: 5/4/23A Statewide LEA Initiative Providing Opportunities for High School Students to be Paid as Near-Peer Tutors (NPT). This is a Request for Proposal (RfP) and does not constitute an award. This RfP is requesting proposals to provide tutoring services in reading and mathematics to elementary and middle school students. Program costs and paid tutoring opportunities for high school students will be subsidized by grants awarded to successful applicants. Eligible LEA applicants include Bureau of Indian Education (BIE) funded schools, public school districts, regional educational cooperatives (RECs), and state-authorized charters in New Mexico. This is a Request for Proposal (RfP) and does not constitute an award. This RfP is requesting proposals to provide tutoring services in reading and mathematics to elementary and middle school students. Program costs and paid tutoring opportunities for high school students will be subsidized by grants awarded to successful applicants. Intent to Apply Innovation Zones 2023-2024The New Mexico Public Education Department (PED) is currently requesting an Intent to Apply for the New Mexico Innovation Zone. The New Mexico Public Education Department seeks to support tribal entities, communities, districts, and schools by reimagining high schools as places that prepare students to feel successful, secure in who they are, and ready for whatever path they choose. The PED challenges districts and schools to become beacons for system-wide transformation by integrating a multifaceted set of actions. At the heart of this transformation is a shared community vision for education. Successful Innovation Zone applications will address six core elements and explain how funding will support a significant transformation of the high school experience within that community. Eligibility to apply includes public school districts, tribal entities, district charter schools, state-directed charter schools, Regional Education Cooperatives (RECs), and educational consortia whose membership includes Local Educational Agencies. To learn more about this initiative and to prepare for this application please fill out this Intent to Apply. The intent to apply window closes on May 2, 2023. *Maximum planning award is $200,000, requests in excess of $200,000 will be considered based on if funding becomes available. Out of School Tutoring (RFA)The New Mexico Public Education Department (PED) announces a Request for Proposals for high-quality out-of-school tutoring services to be delivered in person or virtually to students across New Mexico attending Title I schools. Tutoring will focus on Pre-kindergarten-8th grade learning acceleration in mathematics, English language arts, and science content areas. An emphasis on culturally and linguistically responsive instruction and curriculum is a priority. Tutoring services may include, direct content instruction, literacy instruction, parent communication of student progress, and potential provision of hotspots to be provided by vendors for supplemental virtual access. Curriculum content will be aligned with New Mexico Content Standards. Provision of services may begin December 1, 2022 and will conclude September 30, 2024. Interested vendors must ensure their proposal meets evidence-based expectations defined by The American Rescue Plan (ARP) Act. This RFP may be a multiple award. This procurement will result in a contractual agreement between two parties for each award; the procurement may ONLY be used by those two parties exclusively for each award.

Out-of-School-Time GrantDistricts, state-chartered schools and community organizations have until Sept. 9 to apply for a second round of Out-of-School-Time grants through Elementary and Secondary School Emergency Relief (ESSER) III. The program provides funding to address the impact of COVID-19 on elementary and secondary schools. Over 20 sites were awarded in the first round, including state parks and wildlife refuges, with plans to serve more than 1,000 students over the next two years. Additional flexibilities for the second round include:

  • Data sharing is adequate to create a partnership between a district, charter school and community-based organization;
  • Grantees do not have to provide eight hours of services a week for 30 weeks;
  • The round 2 timeline includes an additional month for districts, schools and community organizations to develop partnerships.
